The first term is the area of the disk at the bottom, the 2nd term is the area of the slanted cone part.

Even if we ignore the circular disk at the bottom, the exponent of r (2) is higher than that of h (1), so A is more sensitive to changes in r than h. Adding in the disk makes it even more sensitive to r.
