:
let w = amt of water required to accomplish this
the amt of acid remains the same, only the per cent changes, therefore
.40(32) = .20(w+32)
12.8 = .2w + 6.4
12.8 - 6.4 = .2w
6.4 - .2w
w = 6.4/.2
w = 32 oz of water to be added.

Never add water to acid.
Add the acid to the water.
