Assume Dole is Tom (so he must tell the truth). Dole said Tom is Bill. Since Tom is always truthful, that is false. So Dole cannot be Tom.
Let's assume Dole is Harry (so he must lie). That means Tom is not Bill
And that leaves Bill to be either Tom or Dick.
If Bill is Tom, and Bill claims to be Dick, that is a lie. So Bill cannot be Tom.
If Bill is Harry, that means Ross must be Tom. Ross says Harry is Bill. But we assumed Harry was Dole. So Dole cannot be Harry either.
Thus Dole must be Dick.
That leaves Bill to be either Tom or Harry.
