I hope the way you are being taught says that, before you can have a system of equations, you need some variables to use in those equations.

Making precise definitions of your variables is by far the most important part of setting up any problem.

In this problem, you are asked to find how many shirts and how many pants she bought -- so the obvious variables are those numbers. So

let x = number of shirts
let y = number of pants

With those definitions on your paper in front of you, it should be easy to write the system of equations you need.

(1) The total number of shirts and pants is 26:
(2) The total cost of the shirts (x of them, at $125 each) and pants (y of them, at $225 each) is $4950: (you get to write this equation....)

Then solve the pair of equations by your favorite method....
