Unless he is going something like 1000 miles per hour, he isn't going to roll the high digit. So the 1s digit has to be 1 to make a palindrome. Then he isn't going to get a 5 in the 10s digit unless he goes 100 miles. But if he goes 100 miles he rolls the 100s digit which has a carry to the 1000s digit. Now we have 16051 after 100 miles, so go another 10 miles to get 16061, the next palindrome number. 110 miles in 4 hours is 27.5 mph
