An 83% refers to the proportion or percentage of problems the student answered correctly. So if there were 100 questions, then the student got 0.83*100 = 83 questions correct. Normally an 83% is in the B- or B grade range.

The student is in the 80th percentile, which means that s/he did better than 80% of everyone else who took the test. So 80% of the class received a score that is less than 83%
