That is not an answerable question.
Either statement can be the "claim" for the problem.
The only condition you MUST meet is that
equality MUST be part of Ho.

Maybe you hope for equality or maybe you don't,
but equality MUST be part of Ho; it must NOT
appear in Ha.

Possible Ho's are:
u = #
u <= #
u >= #

"Hoped for" has nothing to do with determining
Ho and Ha.
If your text says something else, it is wrong.
