The percentile rank is the percentage of people Bob outranked.

Bob outranked 200 of his classmates.  So we ask

What percent of 250 is 200?

                250x+=+200
                x+=+200%2F250
                x+=+.8
                x+=+%2280%25%22

So Bob's percentile rank is 80.
