Typically the Census Bureau does not collect 100% of the income data for most cities and they have to guess or average to get the 100% data. THis would then be a sample of the entire population.
However depending on the size of Berea, KY and how diligent its citizens are in filling out the census, they may have obtained 100% of the income data. Then this would be the entire population.
More likely, though, is that the Census data is a sample.
