I understand/interpret this problem in this way.

    You can select "r" books from 14 different books in  C%5B14%5D%5Er ways, where  C%5B14%5D%5Er  is the number 
    of combinations of 14 books taken "r" at a time.


    The question is :  At which value of "r" the number C%5B14%5D%5Er is maximal ?

Or, in other words,

    at what value of "r" the number of all  r-element  different subsets of the given set of 14 elements is maximal ?
