The margin of error will be half the difference between the upper interval and the lower interval. Therefore,
25.98-20.98 = 5
5/2 = 2.5
ME = 2.5

i believe it works like this.

the solution is between 20.98 and 25.98 minutes.

the average will be in the middle which makes it equal to 23.48.

the margin of error will be 23.48 plus or minus 2.5 minutes.
