Multiples of 11 = {11, 22} we stop here at 22 since any larger multiple is going to be over 25

Multiples of 4 = {4, 8, 12, 16, 20, 24}

Combine the two sets and we get {4, 8, 11, 12, 16 20, 22, 24} which is composed of 8 values. This is out of 25 values.

The probability as a fraction is therefore 8/25

Using a calculator, 8/25 = 0.32 which converts to 32%
