The probability of a darts player hitting a bullseye is 0.15
What is the probability of him missing the bullseye?

if the probability of hitting the bullseye is .15, then the probability of missing the bullseye is 1 - .15 = .85

1-0.15=0.85
Both probabilities add up to 1,
because we are 100% certain
that either the bullseye will be it or it will not be hit.
(It has to be one of the two; there is no third option).
