a) The experimental probability should be 38/54, or 0.7037
b) The theoretical probability is 1/2, or 0.50. (Exactly half of all the cards are red.)
c) Just increase the number of trials in the experiment. Each drawing (with replacement) is a Bernoulli trial with favorable probability of 0.50, and so the Central Limit Theorem assures us that if we draw often enough, the average should be close to 0.50.
