If the powers are in the descending order we can say that the polynomial is in the descending order.
7x%5E3+%2B+10x%5E4+%2B+10...here the degree of the polynomial form is 4 as it is the highest degree of the monomial terms in it, so the term 10x%5E4+ comes first, next is the first lower degree 7x%5E3, then the constant term (if any power is missing in between then the next smaller exponential term is considered)
10x%5E4+%2B+7x%5E3+%2B+10=>in the descending order
