2x^2+3-104=0
(2x+ )(x- )
I can not seem to factor 104 to get to the number three to go any further.

(2x-13)(x+8) = 0
2x-13=0 or x+8=0
2x = 13 or x=-8
x = 13/2 or x=-8

So, the rectangle is 6.5x16
