First, distribute & consolidate your exponents in the numerator.
%284%5E1a%5E%283%2A1%29b%5E%28-2%2A1%29%29%2F5c%5E-3
%284a%5E3b%5E-2%29%2F5c%5E-3
Next using the definition of negative exponents rewrite with positive exponents as
%284a%5E3c%5E3%29%2F5b%5E2%29
If that wasn't how to read your problem, just remember after distributing exponents outside of parenthesis, any negative exponents must be moved.
ex. x%5E-2 ===> 1%2Fx%5E2
and 1%2Fx%5E-2 ===> x%5E2
