Example: I know that the answer to 3x(x^2-4+3x) is 3x^3+ 9x^2 + 12x and is written in descending order of x power.
But what about 5m + 4 + 2x + 4mx + 7mx. Why is answer order 5m + 11mx +2x + 4
instead of putting the mx first?

there is no proper order of writing terms in your example... the only thing people tend to do is to write a polynomial in descending (or ascending) powers of the variable, eg x^4+x^3+x^2+x+5 for example.

Your example has m and x, so there is no "correct" order. What you say is the correct order is purely alphabetical with the constant term at the end, but writing 4 + 2x + 11mx + 5m is fine too, albeit more unusual.
