In the first case, notice that the parentheses are outside the exponent. This means that the 3 exponent just inside the parentheses applies ONLY to the y. You do NOT cube anything else. Your answer is not correct.

If the problem had been written:
%28-3x%5E2y%29%5E3+ with the parentheses on the INSIDE of the exponent, then you would be correct to say:
-27x%5E6y%5E3.

The expression +%28-3x%5E2y%5E3%29+ cannot be simplified.

2%28x%5E%28-3%29%2Ay%5E2%29%5E2+ I'm not sure what you tried to do in the second one. This is correct, if I've interpreted your problem correctly.
