The general polynomial ax%5E2%2Bbx%2Bc is a perfect square when c=%28b%2F2%29%5E2 and c is a perfect square. So a=1, b=-24, c=48

Since c is not a perfect square, we tell right away that x^2 - 24x + 48 is not a perfect square
