What is the equation of the other line? If the other line is not already in it, convert it into y = mx + b form (like the line you gave, y = 3x - 2). Next look at the slopes (the "m" in y = mx + b -- in the case of the line you gave me , it is "3"). If they are the same (for example, if your other line is y = 3x + 5), then the lines are parallel. If they are negative reciprocals (for example, if your other line is y+=+-%281%2F3%29x+%2B+5), they are perpendicular. If they are neither (for example, if your other line is y = -5x + 5), then they are neither.
