A three-digit number has three digits.  The first one is 
hundreds, the second one is tens, and the third one is 
ones.

We want the most hundreds, so we choose the largest digit, 8, for
the hundreds or first digit.

We choose the next largest digit, 6, for the tens digit or middle digit.

We choose the next largest digit, 5, for the ones digit, or last digit.

Answer: 865
