Divide the ninety votes by 5 to get 18:
Reduce the number of votes for each dog by one and give those votes to the winning dog.
Thaen each has 17,17,17,17,17+5 = 22
Give back one vote each of 3 of the dog votes
to get 18,18,18,17,19

19 is the smallest number that can be an outright winner.
