There are 7 contract and 12 firms, there is no restriction
first contract can be given to anyone so, by 12 ways..

since there is no restriction , second can be given by 12 ways.
similarly, each contract can be given to firm by 12 ways.

total no. of ways = 12*12*12...( 7 times)
= 12 ^7
