That would really depend on whether the order of selection would matter. For example, if the company were merely selecting a leaderless gaggle of people to participate in this committee, perhaps with the idea of letting the leader spontaneously emerge from the interaction of the five chosen people, then the order in which the people are selected is immaterial and you would use a combination:

However, if the order in which the people were to be selected were a germane issue, perhaps the first person selected would be the Chairperson, the second would be the Process Checker, the third the Scribe, the fourth the Timekeeper, and the fifth would be the Subject Matter Expert, then you would need a Permutation:

On the other hand, you could have a situation where the order of the first two people counted but the other three do not matter. In that case:
