(1) # of license plates with 2 letters followed by 4 digits: (26^2)(10^4) = 6,760,000

(2) # of license plates with 4 digits followed by 2 letters: (10^4)(26^2) = 6,760,000

(3) # of license plates with 2 letter followed by 4 digits OR 4 digits followed by 2 letters: 6,760,000+6,760,000 = 13,520,000
