Number of permutations (n things taken r at a time).

n=4
r=2

Formulation in your post is  1)  INCORRECT   and   2)  MAKES  no  SENSE.

It is because the term  PERMUTATION  never goes in combination  with the words  "taken two at a time".

In combinations with words  "taken two at a time"  goes the term  COMBINATIONS.
