%2870%2F95%29%2A100+=+73.68%25 are wearing red
to find the percent of students not wearing red two ways;
1) find the difference between the values you know then divide that new value by the total amount 95-70+=+25 %2825%2F95%29%2A100+=+26.32%25
2) 100% - % of your first question 100-73.68+=+26.32%25
therefore:
number of students wearing red: ~74%
number of students not wearing red: ~26%
