It either is or is not, depending on what you want with it, or how you expect to use it. As written, the total number of parts is 4+10=14. Making into a percent using 4 parts or 10 parts is mostly difficult because 14 is not conveniently in 100 equal parts. A given situation might not allow smaller denominations of the 4 or of the 10 parts; they may need to stay as whole numbers.
