What I recall each time I do a percent problem is:
"percent means per one hundred, or divide by 100"
An unknown "per one hundred" of 800 is

And the problem says this equals 78, so
%28x%2F100%29%2A800+=+78
8x+=+78
x+=+9.75 %
you are correct
You can make a rough estimate, too by changing problem
slightly to: What percent of 800 is 80? You know it's
10%, so your answer is slightly less than 10%
