Assuming the length width are increased by the factors
you listed the answer would be as follows:
Starting at 10" the factor of 130% raises that dimension
to 13".
Then raising that by the 110% factor you get
(1.1)13 = 14.3.
However, if the enlargement factor relates to an increase
in area the problem would have to be solved differently.
