I think you read it incorrectly.
{3/10}lb more donuts than cookies
So,
(lbs donuts)=3/10+(lbs of cookies)
So then,
(lbs cookies)+(lbs donuts)=(lbs of cookies)+3/10+(lbs of cookies)=2(lbs cookies)+3/10
Which then becomes,
W=2%281%2F5%29%2B3%2F10=2%2F5%2B3%2F10=4%2F10%2B3%2F10=7%2F10
