How to benchmark them: 

Rewrite them with a common denominator:

3%2F5 and 2%2F3 have an LCD of 15

So we write 3%2F5 as 9%2F15 and 2%2F3 as 10%2F15

Then we can use 1%2F15 as a standard to compare 9%2F15 and 10%2F15.

and the two fractions compare as their numerators compare,

in the ratio of 9:10
