everything in the 500 range begins with 5, so that's 100 right there.
the numbers are 500 to 599..
in the 400 range, which begins at 401, there are 10 numbers that end with 5 and no numbers that begin with 5.
those numbers are:
405
415
425
435
445
455
465
475
485
495
the 600 range doesn't count because you stop at 599.
the assumption is that the numbers 400 and 600 are not in the range because you are talking about between them which does not include them.
this doesn't matter in the answer since neither of those two numbers met the criteria of begining with 5 or ending with 5.

thanks for your answer , but i want to solve such questions using any formula.since this is very low figured question.i mean how to solve this question when figures changes to 4000 to 6000 instead of 400 to 600 ?
