A clever way to handle (or solve) this is multiply the right side by 1=2%2F2.
4%2F%283x-1%29=%282%2F%28x%2B3%29%29%282%2F2%29
4%2F%283x-1%29=4%2F%282%28x%2B3%29%29
The denominators must be equal:
3x-1=2%28x%2B3%29
3x-1=2x%2B6
3x-2x-1=6
x-1-6=6-6
x-7=0
