You need to factor the numerator and the denominator:
[2(2x+3)]/[2(x+4)]
Then cancel any factor that is common to the numerator and the denominator:
= (2x+3)/(x+4)
=======================
[8r^2-8r] / [2r-2]
----
[8r(r^2-1)] / [2(r-1)]
----
= [8r(r-1)(r+1)]/[2(r-1)]
----
Cancel the common 2 and the common r-1 factors to get:
