I'm Not sure but i'll try,
distribute on both sides
7x + 21 +7 / 4x + 8 + 8
7x + 28 / 4x + 16
I think those are two questions and/or division and i shall do both.
7x + 28
Divide 7 from both sides and you get:
x = 4

4x + 16
Divide 4 from 16 and you get
x = 4
______________________________
now the Whole Equation is needed
7x + 28 / 4x + 16
11x +28/16
11x = 1.75
x = 0.159
