Invert the denominator and multiply to get:
(2/3)*(15/4)
Cancel where you can:
(1/1)*(5/2)
= (5/2)

Here is the problem:
2%2F3 / 4%2F15
Multiply the top fraction by the flip of the bottom fraction to get
2%2F3+%2A+15%2F4
and we get
30%2F12
and reducing, we get
5%2F2
