I understand how to turn everything into fractions but the explanation in the answer states "Simplify the fraction in the beginning of the solution...". How do you go about simplifying [(11/30)(5/6)(1/3)/(4/9)(2/3)(1/8)] to get to the next step 11/4?

Good job, that first part is really the trickiest. Looking at all these fractions we must remember that the first three are being divided by the last three %28%2811%2F30%29%285%2F6%29%281%2F3%29%29%2F%28%284%2F9%29%282%2F3%29%281%2F8%29%29 but instead of dividing we must multipy by the reciprocals of the last three. So we should change it to %2811%2F30%29%285%2F6%29%281%2F3%29%289%2F4%29%283%2F2%29%288%2F1%29 which makes simplifying do-able. 3%2F3 cancels out, as does 8%2F%284%2A2%29, then 5%2F30 turns into 1%2F6. At this point I would re-write what we're now left with, %2811%2F6%29%289%2F6%29 or %2811%2F1%29%289%2F36%29 simplified to 11%2F4.
