75 = 100% of the employees
30 have cell phones, 30/75 = 0.40 or 40% have cell phones
100% - 40% = 60% don't have cell phones

do you know why we multiply times 100 to get %? Percent, per centum in Latin, means per one hundred. So if you have one hundred pennies and set 20 aside, you have set aside 20% (twenty for every hundred). Now you go to buy candy and they tell you it's 1 dollar but today because it's you they will give you a 20% discount. You can't take 100 out of 1, but you can cut % to 1, so 20% divided by 100 becomes 0.20. Now you can take 0.20 out of 1 dollar and pay 0.80 or, since there are 100 pennies in a dollar, you can say you're paying 80 cents.
