By the definition,  this distance is the absolute value of the difference


abs%28%28-3%2F7%29+-+%28-2%2F3%29%29 = abs%28-3%2F7+%2B+2%2F3%29 = abs%28-9%2F21+%2B+14%2F21%29 = abs%28%2814-9%29%2F21%29 = abs%285%2F21%29 = 5%2F21.


Answer.  5%2F21.
