Draw the number line in 7ths, then plot the points.
1 4/7 = 11/7, so all you need is from zero to 2 labeled 0 to 14 7ths.

In this case, you would change all these numbers to fractions. 1 4/7 into an improper fraction would be 11/7 and then you have 5/7, 11/7, and 10/7. which one is bigger? Look at the numerator! From least to greatest would be 5/7, 10/7, and last, 11/7. Hope this helped!
