Step 1) Draw a straight horizontal line

Step 2) Draw tick marks at equal distances and label them with whole numbers (think of a ruler).

To plot 3%2F4, realize that 3%2F4=0.75 Since 0.75 is less than 1 but greater than zero, this means that 0.75 goes in between 0 and 1. Also, note that 0.75 > 0.5 (which is one-half). So 0.75 is in between 1/2 and 1.
