The slope of y = 1/8x + 9 is 1/8.
A perpendicular line has slope that is the reciprical multiplied by -1.
So the new slope of the perpendicular equation is -8.
y = -8x + b
Now to find b we will plug in the x and y value of the point given into the equation.
0 = -8(-4) + b
0 = 32 + b
-32 = b
Now to finish the equation plug b into the equation.
y = -8x - 32
This is the answer.
