Using the general point-slope formula:

+y+-+7+=+4%2A%28+x+-+2+%29+
+y++-+7+=+4x+-+8+
+y+=+4x+-+1+
In functional notation:

does it go through (2,7 )?

You used the point-slope formula, with m, or slope = 4, but you used the point (7, 2) instead of (2, 7).
You should've had: y+-+y%5B1%5D+=+m%28x+-+x%5B1%5D%29, resulting in: y+-+7+=+4%28x+-+2%29
