Two rules
the x intercept occurs when y = 0, to find x intercept, substitute 0 for y
8x - 6(0) = -24
8x + 0 = -24
x = -24/8
x = -3 is the x intercept
and
the y intercept occurs when x = 0, to find the y intercept substitute 0 for x
8(0) - 6y = -24
0 - 6y = -24
y = -24/-6
y = +4

You can confirm this graphically, put the equation into the slope intercept form and plot it
8x - 6y = - 24
-6y = -8x - 24
y has to be positive, mult by -1
6y = 8x + 24
divide by 6
y = x + 4
plot this equation and it will look like this
note that the graph intercepts the x axis at -3 and the y axis at + 4
