5=-3/8*(4)+b
5=-3/2+b
10/2+3/2=b
13/2=b
6.5 or 6 1/2 or 13/2 =b
y=-3/8x+13/2
but you need it in Ax+By=C form
multiply by 8
y=-3/8x+13/2
3/8x+y=13/2
3x+8y=52
