It is the value of the function f, usually f(x), when the argument, usually x, is equal to -3.
As an example, if my function is f%28x%29=x%2B3 so when x=-3 then f%28-3%29=%28-3%29%2B3=0.
So the value of my function f when x=-3 or more compactly f%28-3%29 is f%28-3%29=0
