I assume you equation should read
a=%281%2F2%29bc%5E2
to solve for b, we just multiply and divide until we get only b on one side.
First, multiply both sides by 2.
2a=bc%5E2
now divide bot sides by c^2:
2a%2Fc%5E2=b
So b=2a/(c^2)
