Complete the Square to put the equation into standard form, and then you can read the transformations directly from the standard form equation.

Start with y=3%28x%5E2-14x%2B49%29-3%2A49%2B149

Standard Form generally is y=a%28x-h%29%5E2%2Bk.
That would be y=ax%5E2, shifted h units horizontally, shifted k units vertically. Vertex is at (h,k).
